Preparation / Directions:In covered blender jar, blend herbs at low speed until coarsely chopped; add peppercorns; blend until coarsely ground. Add remaining ingredients; blend until smooth. Chill.
Garnish with additional coarsely cut chives. Serve with raw vegetable spears or shrimp.
Makes about 1 3/4 cup.
