2 small onion -- chopped
4 medium carrots -- chopped
1/2 pound extra lean ground beef -- *see note below
6 ounces tomatoes -- canned, crushed
8 ounces water
1 pieces beef broth cubes
1 teaspoon salt and pepper -- to taste
3 medium potatoes
2 tablespoons margarine -- reduced calorie
1/4 can skim milk
1/3 can lowfat cheddar cheese -- shredded

Preparation / Directions:

1. Saut‚ onions and carrot in cooking spray. 2. Add beef and cook or warm if using ground beef substitute. Add tomatoes, water, broth cube and reduce. Season and put in casserole. 3. Spread potatoes over beef mixture and sprinkle cheese. Bake at 375 degrees for 45 minutes. Serving size (1/4 recipe) Using M. C.
