Preparation / Directions:Wash and soak the dhals for about 2 hours. Then grind the dhals together to a very rough paste. Remove and mix together with the other ingredients. Take a little of the mixture and flatten into rounds and deep fry until brown. Serve with chutney.
Serves 4 - 6.
