Ingredients:

4 cups all-purpose flour -- sifted
4 cups sugar
1 1/2 cups skim nonfat dry milk powder
1 1/2 teaspoons baking powder
1 1/2 teaspoons salt
 

Preparation:

Place all ingredients in a large bowl and mix well with a spoon. Sift mixture twice. Store in tightly covered container.
