Preparation:
To make sauce, combine honey, lime juice, vinegar, mustard, chilies, cumin and allspice in processor and process until smooth. Transfer to bowl. Season to taste with salt and pepper. Prepare barbecue (medium-high heat). Mix soy sauce, olive oil, garlic, paprika, oregano, black pepper and cayenne pepper in small bowl. Rub over both sides of flank steak. Grill steak to desired doneness, about 5 minutes per side for medium-rare. Transfer steak to cutting board. Let rest 5 minutes. Cut steak thinly across the grain. Arrange on platter. Drizzle with sauce then sprinkle with cilantro and serve.
